Practitioners, donors, and researchers came together at a meeting held in Delft, the Netherlands, in December 2001 to discuss the issues at the centre of scaling up (the full conference report and statement can be found at http://www2.irc.nl/manage/manuals/reports.html). One of the outcomes of the meeting was the formation of a thematic group to look more closely at issues of scaling up community managed rural water supplies.
Currently the following organisations have made a commitment to nominate and fund representatives to form the group:
Besides these organisations, consultants with experience in scaling up participate in the thematic group as well. Other organisations that support the objectives and would like to make the same commitment are welcome to join the group.
The group holds meetings at least twice a year, but more often when there are specific activities or events to address.
The thematic group meets twice a year for two days. Usually the first day is spent on planning activities and the second day on more conceptual and strategic discussions on scaling up rural water services. Every meeting is hosted by one of the thematic group members. The minutes of the meetings are public.
